Ok, after giving it some more though, I don't think giving the skin author control over a personal preference is a good idea. Like SLoB said, some people like it one way, others like it the other way. It would really suck if you got used to holding down shift for no squabble, then on a new skin, now you have to remember not to hold shift. Or vice versa. If it changes per skin its just confusing.
People have expressed their opinion on the basis of functionality, not whether it fits in with a particular skins theme (except for Lance, but its his skin ). As Lance raised, this is such a small item as well. You mainly listen to music, not skip through it. I think we've had more discussion on this, than the Skinnable Playlist!
Its similar to an application decidind to flip the mouse buttons depending on how the designer felt about left/right handedness.
So:
No shift, you get squabble, as always. Hold shift down, you get to shift the position with no squabble. Skins won't have control over it. Its a personal preference. No existing skins need to change.
