Skin Submission no longer requires a Thumbnail

I've tweaked the skin submission process so that providing a thumbnail is completely optional.

Previous Rules:

New Rules:

Thumbnails can be any size, they are resized automatically on the server to be as close to 128x128 as possible
Thumbnails can be uploaded as JPEGs or PNG or GIFs. They are automatically converted to GIFs on the server
Uploading a Thumbnail is optional. If you don't provide one, a thumbnail will be generated from the screenshot you provide

Fantastic Cliff.... That will make it SO much easier for people who submit to multiple sites like wincustomize and Deviantart etc.... Great idea!!

What i don't get is why convert them to GIF in the end? It ruins the quality because the palette is limited to 256 colors.

It was so that they could be animated. I don't think anyone is using this feature, so I guess I can just use jpg instead?

The new upload system is working nicely. I've just uploaded a skin.
There are some text errors in the Screenshot paragraph :shock:
