track title speed?

is there a way to change how fast the track title scrolls?

Sure, however should this be a skin designer choice, or a User choice?

I.e. does it become fixed for a certain skin, or can the user change it to whatever they desire for any skin?

Please Note that I'll be adding support to change what is actually displayed anyway, so that users can show just the Title, or Track Number - Title or something.

my thought was to just have a variable in the layer name like the font size, but i guess it would make sense to have it as a personal preference
